The Pentagon's budget ax appears to have largely spared Delaware for fiscal year 2013.The caveat, however, is that it's only the beginning. The numbers are at this point no more than proposals that will be debated within the House and Senate Armed Forces Committees in the coming year before Congress votes and, eventually, the president signs.The full proposal, unveiled Monday in Washington, does not suggest any cuts in aircraft or units, and calls for spending a modest amount for construction on Dover Air Force Base family housing and an Army National Guard training facility in Bethany Beach for the budget year that begins Oct. 1.The jobs picture remains to be seen. Unit-by-unit and state-by-state personnel figures were not included in the Air Force's budget rollout. At the same time, it appears that the state's Air Guard aircraft numbers will remain stable, as announced in January. That convinces Maj. Gen. Frank Vavala, Delaware's adjutant general, that the state will be forced to share the pain of a nationwide reduction of nearly 10,000 active, Guard and Reserve airmen over the next year, also announced last month.'I think we'll lose some,' Vavala said. 'But states that are going to lose actual units are going to lose a lot.'Budget officials said nothing more Monday about civilian job cuts, either. In November, the Air Force announced it would trim 9,000 civilian jobs nationwide, with as many as 40 of them at Dover.The suspense will apparently last another three weeks. An announcement on personnel is slated for March 6, Air Force spokeswoman Jennifer Cassidy said.Vavala also expressed concern over the Air Force's proposed cutback in spending on airlift operations, which likely reflects in part the end of the war in Iraq and the long, slow withdrawal from the war in Afghanistan. He called spending less on such operations 'a degradation of training, and a degradation for these pilots that are supporting the national strategy.'In terms of military construction dollars, the Pentagon asked for $5.5 million in fiscal 2013 to start construction of a new training facility at the Army National Guard base in Bethany Beach. According to budget
documents, another $14 million would be required to finish the work.The amount to be spent on the Dover housing project could not be determined Monday. According to the budget request, the Air Force wants $12.28 million to build 112 military family housing units. But the budget line item also includes 'improvements' to family housing at Fairchild Air Force Base, in Washington state. Officials could not provide clarification following the late-afternoon Air Force presentation.In an unattributed statement, Dover's 436th Airlift Wing public affairs
office said it's too early to comment on how the budget proposal will affect the sprawling base, home to one of the largest supply hubs in the U.S. military.'At this point, the actual impact of the budget request on Dover Air Force Base is unclear,' the emailed statement read. 'However, Dover remains committed to sustaining and improving the capabilities on which the joint force has come to depend.'Elsewhere in the region, Aberdeen Proving Ground continues its rapid expansion. The Pentagon is asking for $205.2 million for various construction projects at the base, transformed by a 2005 base closure decision that brought to the region workers and functions from close to a dozen other locations.
